Approval of Agenda:
Add Cannon Rural Fire Association under New Business.
Bob Benson made motion to accept agenda with additions.

Zoning Certificates:
1. Syngenta Seeds- Bob Wernimott, Site Manager
-presented site and building plans for a 65,000 sq foot seed processing building
-plan to build March 2011 to October 2011
-estimated costs $685,000 (permit cost of $776.00)
John Miller made motion to give Syngenta seed a zoning certificate for a seed processing
Building.
Vince Cockriel seconded the motion. Motion passed 3/0
2. James Schleuter - Review
-still in need and desiring a conditional use permit for his business
-Mr. Schleuter stated this is a contract for deed although the paperwork worded as
leasing/rental. He put $60,000 down on said property
-Board stated that Conditional Use Permits are never given on rental property
-discussion ensued
-legal document from legal owner needed requesting the Conditional Use Permit
with James Schleuter being the onsite administrator
Vince Cockriel made a motion that when township receives a registered letter
from the registered owner stating that James Schleuter has permission for said
business usage, James Schleuter may have the conditional use permit.
Letter to be sent to the clerk.

Bob Benson made motion to suspend the meeting.

Bob Benson made motion to open the Public Meeting for Ordinance
John Miller seconded the motion. Motion passed 3/0
Clerk read all the proposed Ordinance changes.
Discussion ensued regarding Home Occupations and noted changes.
Noted that current Ordinance does not state that property ownership is needed
for a Conditional Use Permit, although
Planning Commission will make more proposed changes to current document
at their next meeting so that next public hearing can address this.

9. Building Rentals- thought is that non-profits will no longer get free usage
as costs are associated with any usage. Board asking Planning Commission
to look at current policy and make recommendations to the Board.
Road Report:
Tom Kurtz and John Krantz reported:
1. Cutting Edge worn out on plow blade—new one needed. Last one did not last long

1.Bob Benson attended the Goodhue County Planning/Advisory Meeting-
-discussed A3 zoning changes and Goeff Griffin presented his plans
1.Disaster Planning Committee – Rosie Schluter to start a subcommittee
of the Planning Commission to address this issue for our township.
