REGULAR MONTHLY BOARD MEETING

Attending: Board Chair, John Miller; Vice Chair, Vince Cockriel, Supervisor, Bob Benson, Clerk, Cheryle Peters; Treasurer, Jennifer Ritzman.

John Miller called meeting to order at 7 pm.

 

Pledge of allegiance was recited.

John Miller called to reveal any conflicts of interest.

None were heard.

 

Approval of Agenda:

Bob Benson made a motion to approve the agenda. Vince Cockriel seconded the motion. The motion passed 3/0.

 

Approval of Minutes from August 16, 2011:

Vince Cockriel made a motion to accept the minutes of August 16th, Bob Benson seconded the motion. The motion passed 3/0.

Review Ordinance- for Publication and Public Hearing- Vince Cockriel made a motion to hold a public hearing, October 18th, 2011 at the town hall- 7:30 P.M. to approve minor language changes deemed necessary to the Stanton Township Ordinance- Amended and Readopted April 30th, 2010; clarifying that no “zoning” changes would be proposed at this hearing.  Bob Benson seconded the motion.  The motion passed 3/0.

Due to changes in the legislature, the township, now, has Tax Exempt status on most purchases.  Jennifer has set up a house charge at Napa Auto, here in Cannon Falls.  She advised that anyone making a purchase on behalf of the township might want to have Tax Exempt paperwork with them when making the transaction.  Bank statements were signed by township officials.  Inquiry about the State Auditor’s Training was made.  Checking account statements were discussed.  Jenn’s records agree with the bank statement, Cheryle’s do not.  Effort will be made to

 

 

for reconcile the two systems. Dave Garner replaced the township’s hard drive in the Treasurer’s laptop.  Thanks Dave!

Vince Cockriel made a motion to accept the Treasurer’s Report.  Bob Benson seconded the motion.  The motion passed 3/0. 

 

 Clerk’s Report:

Cheryle reported that she prepared a letter to the School District’s Bus Garage informing them that she would be the liaison for roads.  Cheryle met with Cindy Becker and her replacement on August 23rd to finalize paperwork that agrees to the use of the town hall for a short term shelter or command station in the event of a local disaster. 

Paul Schluter secured the upgraded maps, including section numbers. 

Levi certification had been confirmed by Goodhue County.

The Planning Commission requested posting the upgraded map on the township’s web site.

The Cannon River Watershed Partnership requested a meeting with the board of supervisors. The board recommended a five minute presentation.

Vince Cockriel made a motion to accept the Clerk’s report.  Bob Benson seconded the motion.  The motion passed 3/0.

 

Road Report:

John Krantz reported that we needed to order fuel for delivery.  John Henry discussed his proposal for Ditch Clean-Out at 35th Avenue.  Vince made a motion to authorize erosion blankets on both side slopes of ditch.  Bob seconded the motion.  The motion passed 3/0. Mark Henry stated that he expected to begin work by October 15th. The general need for culverts to be installed before utilities come in on new construction was noted.  Adjusting our Zoning Certificates to indicate culvert minimums was discussed.

Bob Nelson requested some storage space at the old town hall building.  The request was declined.  Some further discussion ensued regarding property lines and history.

Bob Benson requested a form update for an upcoming town hall rental slated for September 27th.

 

Reports of Meetings Attended:

Minnesota Association of Townships, 4th District- August 18th, 2011 in Zumbrota.  All supervisors attended, reported.
