Dave Garner made motion to have standing motion for clerk or
deputy clerk to put
appropriate legally mandated publishings into the paper as
required in a timely manner for the
calendar year 2009.
Vince suggested putting dates on electronic calendar

policy: greater than 3 inches of snow**
1-Oxford Mill Bridge
Goodhue County Deputy Sheriff wanted township aware of
overgrowth on south end/west side of
Bridge
To be put on March agenda
2-Oxford Mill Road
Jeff Ron of 31044 Oxford Mill Rd contacted supervisor regarding
concern over width of road
plus salting and sanding at intersection of Highway 19.
3-Warsaw township Agreement
Tom Kurtz voiced interest in reopening a winter agreement with
Warsaw township
Agreement terminated at Warsaw’s request and Stanton accepted
termination
Supervisors aware of difficulty plow drivers have in turning
around
4-Slifca Turn Around
-Turn around built, but new property owners use as a storage
area
-Agreement with township not an easement which would have
passed with deed
-NO place for drivers to turn around
-Board recommended drivers to back down into the area
-Must plow area regardless of resident requests otherwise due
to liability and need for emergency
vehicles to have access if needed
5-Edge on Plow Wing
Tom Kurtz reported plow edge may not make remainder of season
May also need to weld on as worn down too low previously
Vince Cockriel reported blades running 3 weeks back order at
this time
Tom Kurtz directed to purchase a new blade

MAT Conference, November 20-22,
2008 in Alexandria.

Dave Garner attended Road signage:
-less signage is better due to liabilities
-sign inventory needed (Dave volunteered)
-review signs annually- make warning signs consistent throughout
township and make part of the

-3 lines to be coming from South Dakota through state
Ken Ebert attended IRS on changes
in forms
Laura Pederson attended Census and
the need to be counted especially in Minnesota

compensate Planning Commission members the same rate as Board

1. Joint Annexation Resolution
-version 3
-lawyers done reviewing
-need amendment for # of actual days for sunset of signed
agreement between townships
and City of Cannon Falls
-sunset date to be March 31, 2009
Vince Cockriel made motion to sign
off on the Joint Annexation Resolution, removing the word “draft” from the top,
and adding the sunset date of March 31, 2009.

Resolution 2008-010 : Joint Resolution Establishing An Orderly
Annexation Agreement Between City of Cannon Falls, Stanton Township, and Cannon
Falls Township.
Vince Cockriel made motion for
modification of resolution on page 12 to state the understanding that “Adopted
this 16th day of December, 2008, whereas this Orderly Annexation
Agreement will expire on March 31, 2009 if it is not signed by all applicable
parties.”
Bob Benson seconded the motion.

2. Gambling Permit
-exempt gambling (raffle once per year) within township limits
-Township and County need to sign

3. Cap X 2020 – Warsaw Township
Vince Cockriel shared information form open house, Thursday, December
11, 2008 at Grandpa’s
Garage
Xcel Energy has options that they are not exercising
Power line coming through Hampton and heading southeast to
LaCrossse. To go along
Highway 52 corridor – east or west a few miles
4 possible routes coming west of Highway 52. Issues along Highway 56 due to Stanton Airport.
Highway 52 is the least disruptive, but actually Highway 61 best
Warsaw Township has already signed a resolution drafted by their lawyer
to keep line elsewhere
3 issues on this resolution:
1- no benefit to townships so why are they inconveniencing
them
2- other options that are not being exercised
3- actual rights to do this
If Stanton signs on their own resolution, Warsaw’s lawyer plan to “fight
the fight” for all of us.
Believe Holden Township also to come on board.
3 of the proposed routes come
directly across Stanton Township for no good
purpose.
CapX 2020 to meet again in
February to decrease some of the proposed routes.

to adopt CapX2020 Transmission Line Project Resolution.

4. Maintenance & Salt Sheds
-insulated pole barn with 1 door/ 16 ft tall (est $75,000)
-plus floor and electric (est $25,000)
-also need to move salt shed and fuel tank
-salt shed needs containment
-multiple bays
-fuel tank needs vault
-Good time to build
-required in 5 years or less with fines if not in compliance
Is this something want to do now
when $ rates are low or put aside $ each year?

for 10 years
Address this at annual meeting.
5. Ordinance Review
Mark Dubbels presented Ordinance review to the Board
-copies distributed to all Board and Planning Commission members
-map to be fancied up
-numbers and sections will ultimately change as sections added or
deleted
-draft copy presented
Mark Dubbels requested a sit-down
meeting to go through this next month and then go through ordinance page by
page.
PUD will be handled separately at
a future date and will then be an amendment to this ordinance.

special meeting of the Town Board and the Planning Commission after the start
of the Planning Commission meeting on Tuesday, January 13, 2009 at 7:30 pm.
