Monthly Meeting

 

Date:  July 12, 2011

Location: Stanton Town Hall, 31186 - 40th Ave Way, Cannon Falls, MN 55009

Attending: Mark Dubbels, Paul Schluter, Neal Sjoquist, Cheryle Peters, (Secretary), and John Krantz.

 

Mark Dubbels called the meeting to order at 7:00 PM

Pledge of Allegiance was recited

Approval of Agenda-Agenda order was adjusted to accommodate Mr. Simon. Mark Dubbels made motion to approve agenda.  John Krantz seconded the motion. Motion passed 5/0.

Approval of Minutes from June 14-2011

Mark Dubbels made motion to approve minutes. Paul Schluter seconded the motion

Paul Schluter seconded the motion.  Motion passed 5/0.

 

Zoning Certificates

 

  1. Jim Simon, 30477 Oxford Mill Road, submitted an application for a variance regarding density requirements on tax parcel No. 41.024.2400.  He proposed one home on 21.08 acres per the land survey, satisfying Stanton Township’s R-1 minimum acreage requirement.  Mr. Simon was advised that the county zoning on that property is a 35-acre minimum.  Stanton Township R-1 zoning stipulates density of 12 dwellings per section, or one dwelling per quarter, quarter section.  Mark Dubbels made a motion to recommend to the town board a public hearing for Mr. Simon’s request for a variance. Neal Sjoquist seconded the motion.  The motion passed 4/1.  He was quoted a fee of $175.00 for a public hearing and was advised to attend the next board meeting on July 19th, 2011.

 

  1. Randy and Marge Leese- 31182- 55th Avenue Way requested a Zoning Certificate to construct a 16’x24’ addition to the east side of their existing garage with an estimated cost of $4,500.  Mark Dubbels made a motion to recommend to the town board approval for a Zoning Certificate.  The Leese’s must provide site plans to the town board.  They were advised to attend the next board meeting on July 19th, 2011.

 

  1. Julie Phelps, 30737 Hwy. 19 Blvd., requested a Zoning Certificate to construct a 728 sq.ft.garage. Mark Dubbels made a motion to recommend to the town board the approval of a Zoning Certificate for Chris and Julie Phelps to construct a 26’x28’shed/garage with an estimated cost of $20,000. Stanton Township does not require a permit for roofing work on existing dwellings.   Paul Schluter seconded the motion.  The motion passed 5/0.

 

 

Old Business

 

 

1.      Re-labeling of Map to be included in Ordinance- Discussion ensued. Paul Schluter offered to work on something to present to the board for final approval.

2.      Red Cross Paperwork- Discussion ensued. Planning Commission briefly reviewed the contracts.  Mark Dubbels made a motion to recommend to the town board that the town clerk continue the process to establish the Stanton Township Town Hall building as an emergency shelter and or an administrative operations site for disaster relief. Cheryle will contact Cindy Becker from the Goodhue County Red Cross and, together, they will complete the contract paperwork.  Mark will be first to be called to open the building in the event of an activation call from the Red Cross.  Cheryle will be second.  A supervisor will be sought to be third. The motion passed 5/0.

 

New Business –

Minimum culvert size to be stipulated in the building permit/Zoning Certificate.  Mark made a motion to redesign the Zoning Certificate form with a footnote to indicate that Goodhue County’s Hydrological recommendations must be used. John Krantz seconded the motion.  The motion passed 5/0.
