REGULAR MONTHLY
MEETING OCTOBER 19, 2004
Board Chair, Robert Benson called the meeting to order. Other members present included
Supervisor David W. McKeag and Supervisor David Garner,
Clerk Colleen Thompson and Treasurer Kenneth Ebert.
The pledge to the flag was recited.
Colleen read the minutes of the September 21, 2004 meeting. Dave Garner
made a motion, seconded by Dave McKeag to accept the minutes as read. Motion carried.
Ken read the Treasurer Report. Investments stayed the same with $160,573.57
in the Building Fund, $124,543.27 in the Road and Bridge Fund giving total
investments of $285,116.84. Cash Control
Statement: General Fund $91,369.61, Road
and Bridge $25,156.03, Fire $98.00, Building Fund $2,244.00 giving an ending
balance of $118,867.64. We had receipts
of $423.94 and disbursements of $7,627.89.
Dave Garner made a motion, seconded by
Bob to approve the report as read.
Motion carried.
Robert Berge, 26749 Biscayne Avenue,
Farmington, MN 55024
(phone 612-701-8076) appeared before the Board to request a permit to build a
new home in Section 34 on 34 acres located on 35th
Avenue. All
setbacks will be met. The home is to be
90x50 for a total of 3,757 square feet.
Estimated cost is $264,000.00. Dave
Garner made a motion, seconded by Dave McKeag to grant a
permit. Motion carried.
Bruce Duden of Duden and Viken Builders, 2419
Valley Court, Northfield, MN
appeared before the Board to request a permit for a replacement deck for Ken
Althoff, Spruce Lane, Cannon
Falls, MN 55009. The deck size is one section of 44x8 and
another at 16x12. Dave
Garner made a motion, seconded by Bob to grant a permit. Motion carried.
Colleen reported that she had called and talked to Sue Davis
by phone and also sent a copy of the road agreement (59th
Avenue) drawn up by Tom Scott via e-mail for their
review. Colleen requested they call and if possible to attend the October 19th
Board Meeting to sign the road agreement.
No contact has been made by Ron or Sue Davis.
Colleen reported that the sign for 57th
Avenue is ordered and needs to be picked up.
Bob reported that he attended the County
Board of Adjustments meeting held
for John Pernic’s variance request.
County wanted Mr. Pernic to change his septic location.
Dave Garner reported he
attended the County meeting in Zumbrota.
Greg Isakson of the Public Works Department stated the bridge on 330th
will not be replaced until 2008 – 2010 due to lack of state funding. Dave received one copy of an updated County
Ordinance. State Auditor, Pat Anderson spoke about
township audits and banking issues.
Dave Garner made a motion
to purchase an additional copy of the Goodhue County Ordinance to be left at
the town hall. Bob seconded the
motion. Motion carried.

Bob Schlekewy, representing the Cannon Falls Sportsmen, 32970
Oxford Mill Road, Cannon Falls, MN
appeared before the Board to request a liquor permit for January 29, 2005. Dave Garner
made a motion to by resolution issue the Cannon Falls Sportsmen Club the temporary
issuance of a 3.2 malt liquor license for January 29, 2005 and to consent to the issuance of the
license applied for. Dave McKeag
seconded the motion. Carried.
Colleen reported she will do the Public Accuracy Test on October 28, 2004 and then have
another session of Judges Training at the Randolph
School on the same date.
Bob stated we will have town hall blueprints back in a
couple of weeks and should set a date for a public meeting.
Bob stated he has gotten no response back from Du-Bar Tree
Service for estimates of tree removal on Stanton Trail.
Colleen reported she ordered fifty (50) sign posts from the
Public Works Department.
Dave Garner reported on the
meeting with Joanne Wood and Allard Moorhouse at the Moorhouse Gravel Pit. Although the Township requested fencing, Dave
stated due to the wording in the County
Ordinance, he did not see them
requiring fencing be installed.
Colleen reported that David Lorentz has contacted her to
request the procedure needed to pursue miniature golf at the nursery
location. Colleen will contact Mr.
Lorentz with the information he is requesting.
Dave McKeag has been contacted by Elaine Andrews. She is requesting the Township remove the
outhouse.
Dave McKeag reported the furnace was serviced on Friday
morning. It was cleaned and a
thermostat, a belt and a fuel nozzle have been replaced.
Ziegler was contacted by Colleen and they serviced the
grader, replacing a cable, two air hoses and two lights. Dave McKeag stated he was told to loosen the
cable when articulating to the left.
The MAT Convention in St. Cloud
was discussed. Board members need to
contact Ken by Friday, the 5th of November for the early entrance
discount.
Colleen reported she had talked with Tom Scott about
co-location on existing towers and how to interpete the Township
Ordinance. Because we state and
encourage co-location, Dave Garner stated we
can not deny a request and to co-locate a standard permit is needed. Bob agreed.
Dave Garner stated the need to relay to
the Planning Commission that no conditional use is required for co-location.

Colleen reported that road mileage certification is
due. Totals are: 28.8 aggregate surface miles, 3.5 bituminous
surface miles, for a total of 32.3 road miles maintained.
Dave Garner suggested we
send to the Randolph Fire Department a statement of valuation of the Randolph
School District, using the
valuation we have in hand. Dave
Garner then made a motion to send the current valuation of
our property, basically ISD 195 to the Randolph/Hampton Fire Department for the
purpose to base budgetary projections on this value. Dave McKeag seconded the motion. Motion carried.
Dave Garner stated that due
to Tom stating he will need help in the winter, he has talked with Dan Benham
and Dan would help with winter snowplowing at $16.00 per hour.
Discussion was had about the total amount of snow needed
before roads are plowed. Dave McKeag
stated 3” with Bob agreeing roads will be plowed after a minimum of 3” of snow.
Bob made a motion to hire Dan Benham as a back-up snowplow
person and only after being contacted by Tom when he is unable to
snowplow. Dave McKeag seconded the
motion. Motion carried. Note: Dave
Garner abstained from action.
Dave Garner stated he had
talked with Monte Otterness and Monte stated his interest as a grader operator.
It was stated Ryan Rounds is interested in snowplowing as
independent contractor.
The Township will put a notice in the paper requesting quote
of per hour charge, including all equipment to snowplow Woodland Heights Roads,
including 311th Street,
55th Avenue, 55th
Avenue Way, 56th
Avenue Way and Deerwood
Drive.
Bob made a motion to buy and place a padlock on the diesel
barrel. Dave McKeag seconded the motion. Motion carried.
Bob made a motion, seconded by Dave McKeag to distribute
mail. Motion carried.
Bob made a motion to pay claims plus a supplemental
claim/signed check for MAT Convention registration. Dave Garner
seconded the motion. Motion carried.
Dave McKeag made a motion, seconded by Bob to adjourn.
